Nixon rebuffed Schulyer's offers to become a speech writer. Not sure 
what this exchange is about but in the 1950s soon before the 
overthrow of Arbenz the USG conducted a mass deportation program, 
Operation Wetback. Gilbert Gonzalez once suggested that it was partly 
intended to whip up anti Latino sentiment so as to justify aggressive 
policy in Latin America. Don't remember being quite convinced by the 
argument but haven't studied it in over a decade.
