High principle certainly flourished at the Village Voice of yore. For Archy, of course, it was just physical limitation that required lower-case usage. As a cockroach he had to jump on the keys of a typewriter to make them work, and he couldn't operate the shift and letter keys at the same time.

For the benefit of list readers under the age of, say, 100, Archy was a contributor to the New York Evening Sun's "archy and mehitabel" columns written by Don Marquis starting in 1916. Mehitabel was an alley cat who was Archy's best friend and who claimed to be the reincarnation of Cleopatra.
