Not by a longshot (though I get that you're quoting the BBC).

The B-1 bomber is listed as $1.15B (in 1998 constant dollars), whereas 
the F-22/A is "merely" $120M (or $361M if you factor in all the 
development costs).

It is, however, by far, the most expensive _fighter_ ever made.
