It's the same thing in Russia. As usual in Russian history, the central government is viewed as a check on local lawlessness and corruption, which is why e.g. most people were in favor of having local governors appointed by the Kremlin.

The Kremlin-appointed governor of Dagestan is a philosophy professor who lives in a two-room apartment!
