Bush is not fascist or even proto-fascist, but this kind of opposition _could_ be an element in the growth of an anti-'political' movement which would be analogous to fascism. What you describe reminds me of the attitude (the kind of disgust at "bureaucracy") which led Pound to admire Mussolini. If an analogue to fascixm comes to power in the u.s. it will be under the label of anti-fascism; another reason calling bush fascist is so dangerous.
