I've always thought the Guardian should call this somnolent section "Comment Is Content-free." I checked Francisco Rodríguez's c.v. at the Wesleyan website and learned that his background features: "Ph.D. in Economics, Harvard University (June 1998), M. A. in Economics, Harvard University (March 1996)" <http://frrodriguez.web.wesleyan.edu/docs/cv_francisco_rodriguez.pdf>

Prof Rodríguez's brain has obviously been washed, spun and dried to meet the most exacting specs of capitalist orthodoxy.
