If Washington is not willing to make a deal, the balance of power
inside Iran doesn't make any difference. There's a lot of material
with which Washington can demonize Khamenei and Rafsanjani, given
their long history. Washington can play up the 1994 bombing of a
Jewish center in Buenos Aires, for instance.
