Since the Dumbocrats control congress, they could reject any Repugnican appointment, leaving their own Pelosi next in the line of succession, and go on to impeach Ubu. Of course nothing like this aint gonna happen, since the Repugnicans can block conviction just like the Dumbocrats can block appointment.

Impeachment would be a political act involving full-time media-dominating exposure of all the crimes of Ubu & co. starting with their criminal nonfeasance (to use the most generous possible characterization) on and around 11 September 2001. Because the Dumbocrats were and are complicit in all those crimes, it just aint gonna happen.

Not least because they expect to inherit and administer a functioning police state while getting great credit among liberals by sanding down some of its roughest edges.
