In discussing various discussions (in the Times, Foreign Affairs,
Congressional press releases) we should remember Clinton's remark, "It
depends on what 'is' means." "Withdrawal" can mean a lot of things when
politicians or responsible media use it, but one thin it does _not_
mean, ever, under any circumstances, is removing u.s. military power
from Iraq, ever, under any circumstances. The U.S. will get out of Iraq
the day after Israel leaves the West Bank and Gaza and starts paying
reparations to the new Palestine.
