Hardly, but it's a sign of China's growing power and the U.S. waning power. In the 1990s, the "imperial overstretch" thesis of the likes of Paul Kennedy looked like a laughable relic of the late Reagan years, but now it's not seeming so funny.
And the military/political elite is worried about China as a military/ political rival, which, from their point of view, isn't entirely irrational.
