Hearts-and-Minds Dept.: How about if the Pentagon makes these payments by issuing Iraqi claimants debit cards imprinted, "Sorry about that! Best wishes, George W. Bush," and bearing a prepaid balance for the appropriate settlement. These cards could be used for everyday transactions, with each purchase reminding the bearer of America's thoughtfulness and generosity.
