Was it Quayle who wanted to learn Latin so he could speak to people in Latin America? Of course I think that learning Latin is a commendable ambition, I hope that he did, although I doubt it, whether or not it would help him with the Latins and the Luso-Americans, except for a few classics profs and old-school priests.
