For Russia that is true in the big cities in European Russia and probably Vladivostok (and in the towns based around the oil and gas industries) (that is, where the great majority of the population is). However the countyside is in miserable shape and Russia has huge swathes of (sparsely-populated) territory whose Soviet-era economic base has vanished. (But then those areas are rapidly being abandoned as people relocate.) The North Caucasus is like (the better-off parts of) Subsaharan Africa.
