Yeah, in the New Public Management game, this is Facilities Management 
privatised. I saw it happen in South Africa when I wrote some Department 
of Public Works policy papers in the late 1990s, with guidance from New 
South Wales bureaucrats. Microneoliberalism cuts deep.
