I hope extraordinary circumstances would include developing better durgs (for AIDS for instance) to battle disease.

Also to Yoshie point: the better educated the population, the more they will recognize the capactiy for human beings to change and innovate. The development of increasingly user-friendly and portable video and recording technology has allowed for a boom in creativity that has changed and will continue to change artistic expression. You no longer need to pursue an MFA in order to get your hands on the equipment you need to be an artist.
