No problema. Here the crux:

``Many of these emerging national oil companies are bankrolled or have operations subsidized by their national governments, with geopolitical and strategic aims factored into investments rather than purely commercial considerations...''

The answer is nationalize the US majors, so we can get on with our leftwing strategic aims. What aims? Well, first of all establishing deep and thorough environmental policies to control both pollution and climatic impacts. Then too, a massive R&B effort to clean up the entire oil and natural gas infrastructure, including of course the refining and distribution systems of finished products, and well to employ all those working class slobs with union jobs doing this stuff so they can improve their own standard of living... And meanwhile start shifting public and commercial transportation systems into much more efficient models that use less petroleum. With major parts of the manufacturing sector under heavier regulation and control, such aims would dovetail nicely with engineering developments to overhaul these sectors as well, to achieve much the same aims.

You know things like that---things like the other national oil companies and their quasi-socialist governments are supposed to be doing.

This article had the familiar sound of giant US megacorps crying in their beer for more subsidies, less regulation, and even greater influence over government policies. All implied, with the dark note such was needed as a matter of national security.
