[WS:] Which, from the powers' that be point of view is a desirable thing, no? They need delinquency and crime in the same way they need terrorism - to justify the vast police state.

Crime and delinquency does not challenge the powers that be at all - the elite can perfectly insulate themselves from delinquency of the rogue elements of society. In fact, crime and delinquency have the opposite effect - they frighten the ordinary folk and make them flock to the elite, begging for protection. In that way, the weakening of social discipline actually strengthens the elite's grip on society rather than weakening it.

What frightens the elite is not crime and delinquency, but organized disciplined action of ordinary folk. Delinquency disrupts that discipline, and thus is desirable from the elite's point of view. It is also useful, because it justifies the buildup of the police state that can be quickly deployed if the ordinary people get their act together and challenge the powers that be.
