I should revisit this. When I looked at this exercise in 2005 <http:// www.leftbusinessobserver.com/FreedomIndex.html>, it proved absolutely worthless, correlating with no real world outcomes at all.
So China comes in somewhere around 120 - one of the greatest economic booms in history, but they don't pass the Heritage test!
