Everyone agrees that "investments in human capital," aka good parenting, community, education, and training, are important. It's just that some of us think that, in a great many countries, it is not possible to create the sort of government and civil society that allow "investments in human capital" without first removing obstacles -- the class power of the sort of rulers who prefer not to make such investments and just exploit what's at hand -- to their creation. -- Yoshie
