I jyst had a couple of beers with Scott Spires (from the Untimely Thoughts list) and we discussed Hellevig's per capita GDP figures. We came to the conclusion that his high-end figures (for the present) are probably right, but that his figures for 1999 are off. The figure he gives for 1999 (or was it 2000?) would be far too low, appropriate for a Sub-Saharan African country.
