That's what London wanted the UN Security Council to say*, but the UN SC rejected it, or rather Moscow had the SC reject it, in favor of a statement that does not mention 1723 and does not demand the immediate release of the detained UK sailors.**
Why? Moscow doesn't want Iran to become a nuclear power, but it doesn't want any UK/US war on Iran either, and the latter is a bigger worry for Moscow than the former.

The British draft was in the form of a press statement, which was to be discussed later Thursday at a closed-door meeting of the Security Council.
The text circulated to the 14 other council members said: ``Members of the Security Council deplore the continuing detention by the government of Iran of 15 (United Kingdom) naval personnel.''
It added that the British crew was ``operating in Iraqi waters as part of the Multinational Force-Iraq under a mandate from the Security Council under resolution 1723 and at the request of the government of Iraq'' and it called for their "immediate release.''

SECURITY COUNCIL PRESS STATEMENT ON IRAN
The following statement to the press was delivered today by the President of the Security Council, Dumisani S. Kumalo ( South Africa):
Members of the Security Council expressed grave concern at the capture by the Revolutionary Guard, and the continuing detention by the Government of Iran, of 15 United Kingdom naval personnel, and appealed to the Government of Iran to allow consular access, in terms of the relevant international laws.
Members of the Security Council support calls, including by the Secretary-General in his 29 March meeting with the Iranian Foreign Minister, for an early resolution of this problem, including the release of the 15 United Kingdom personnel. -- Yoshie
