Residential housing was privatized and apartments given to their residents in the early 1990s in one of Yeltsin's only popular moves. Thus, assuming you're still living in the same place, you own it outright. One of Yeltsin's scare tactics in the 1996 election was the claim that of the Communists won they would renationzalize apartments.

Health care is free, though you are expected to leave a tip for the doctor, physician being a very poorly-payed position in Russia. When I got my frostbite blisters lanced I gave him 50 rubles (about $1.50 at the time). However, although health care is free, it also sucks. Unless you go to a private healthcare clinic.
