Literacy tests are unconstitutional. Katzenbach, 383 us 301 (1966). The 17th Amendment grants the right to citizens over 18. States can regulate who votes, some still ban felons, but classifications based on status rather than conduct are generally illegal. The state is not going to administer IQ tests (probably illegal under the ilteracy test ban), so how would they enforce a Downs voter ban? That said I know of no law directly on point.
