Yes, but a great deal of that has to do with health
issues, mainly low male life expectancy. That is
connected not so much with economic development as
with the binge drinking and general culture of macho
carelessness that characterize many Russian men. Life
expectancy in Dagestan and Ingushetia is much higher,
despite the fact that they're not much better off than
much of Sub-Saharan Africa. Why? They're Muslim
societies in which excessive alcohol consumption
(sometimes any alcohol consumption) is highly frowned
upon. Actually the highest life expectancy in the
Russian Federation is in Chechnya (about 75 IIRC).
(There might also be a genetic component --
"mountaineers" have a reputation for being long-lived,
like the Japaneese.)
