Regime change would come about through economic sanctions coupled with CIA subversion which would lead to popular discontent, splits in the Iraqi army and Baathist party, and the replacement of Saddam by a more pliant regime. But there's no evidence the Clinton administration ever contemplated the direct insertion of the US military to accomplish the task. The impatient and arrogant neocons thought they could invade the country and do in short order what years of sanctions had failed to do. You'll recall there was considerable skepticism from former officials in the Clinton, Bush 41, and Reagan governments who publicly warned that the new administration was about to plunge the country into another Vietnam-style "quagmire".
