I think it's the same thing as in 2003. Georgia is a basket case, with per capita PPP-converted income on a par with India (no offense to India), great amounts of corruption and deep ethnic problems the government has done little to overcome. Saakashvili can't blame all his failures on Russia, which he tries to do to play the nationalist card and get the attention of the US and EU, forever.
Apparently in Georgia they're calling it a repeat of the events in 1989 when Soviet troops broke up a demonstration and killed 20 people.
