Because Russia's fearsome Tor-M1 system -- which was never turned on in
the first place -- has their back. The Tor is a seriously bad-ass antiair
system, not to be messed with. Israel was trying to provoke a response,
most likely as a test run for a US airstrike on Iran (Iran has a number of
Tor-M1 units). They failed.
