That's not 100% true you know. The USSR had considerable very small-scale private enterprise, on the level of someone starting up a clothes-mending service where he and his wife fix people's pants for money. About half of agricultural produce during Brezhnev was grown on private plots in the country, much of which was then taken to the cities and sold on the street for profit.
