Not quite that cheap. Local branches of the ruling class (in places as small as Jena) do their share in various ways.
One's conception of the ruling class should include _all_ of it, the 'lower' edges as well as the big boys. Capitalists make up about 5% of the population, and net value as well as income falls sharply from the 99% to 95% -- but the whole class is essential for class rule.
