By this, do you mean the cryptic reference to the email address? Or just the whole thing? My guess is: someone cracked Ann Coulter's website and put up that page. CMS stands for content management system (usually) -- the software used to host web sites. I guess some flaw in her website's CMS was exploited to do the above. The cracker then left some clue or signature or some such in an email address in the CMS' code or logs or some such and added the line above to taunt the person running the site.
