Calling the people in Moscow Ramzan's "secular masters" is just dumb. Ramzan has a private army of 40,000 seasoned former anti-Kremlin rebels all loyal to him, all of whom could easily go back into the mountains and become jihadis again if Moscow doesn't give them what they want. Who do you think is wearing the spiked shoes in the relationship?

It is one of the great comedies of recent Russian history that Chechnya is currently headed by pretty much the same people as in the 1990s, and has similar domestic policies now as it has then, minus the aggressive jihadi element. Since Russia won the war by hiring the bulk of the opposing army, this is not surprising.

It's also how the Russian Empire subjugated the North Caucasus in the 1800s, in a history repeats itself moment.
