Well, he was. The fact that he was a mass murderer of nigh-unparalleled scale has no bearing on his courageousness.
So was Stalin. Stalin didn't have to stay in Moscow during the Battle of Moscow (in which more Soviets died than Brits did in all of World War II). He could have left and greatly diminished personal risk to himself.
So were the 9/11 hijackers, to mention mass murderers of a less grandiose scale.

Hell, Goering was a fucking Flying Ace in a Fokker, which I think takes some guts. Courage has nothing to do with someone's niceness.
