By the way, there's a major Albany subtext to the defeat of congestion pricing. Bloomberg never cultivated the hacks who run that dismal town. He alienated Dems by contributing to the Rep legislative campaign. He's a technocrat who's never really gotten involved in messy politics. Of course, had he emerged from that world, he'd never have proposed the congestion pricing plan in the first place.
