It's only true is SOME parts of Manhattan. I refer you to the 2nd Avenue Subway, among others ... basically the east side is a transit desert.
If you're saying that the MTA is providing a perfect solution, then let's go ahead and ban cars from Manhattan altogether: afterall, there's an alternative.
