The big issue is that management doesn't know how to do the job that labor does, and so there's no effective way to recruit without help. Outsourcing it to someone who "has a methodology" is better than just trying to make it up as you go along, one supposes.
I've done a decent business over the years in helping to recruit teams; my pitch is: I could do this work (though I charge too much for you to hire me), so I for sure know who else could and who the liars are.
I would hate to be a tech manager these days: it can take months to figure out who the liars are if you don't know what it is their are supposed to be able to do in the first place.
