I have found a 1998 article by Hardin which, like his original piece, appeared in Science Magazine. It can be found at:

He doesn't quite repudiate his earlier piece, but warns against misinterpretations of his original thesis. And in this one he emphasizes that either private property or what he calls a "managed commons" can provide viable solutions to the problem. He also emphasizes that either approach can fail. To some extent he undermines the ideological uses of his original thesis, to which to some extent he had been responsible for in the first place.
