Just use a standard monopoly set, but change the rules a bit. Flip a 
coin to see gets to be the capitalist.

None of the players start the game with any money in the bank, they 
have to save enough from their wages before they can buy any 
property. Except the capitalist starts the game with a full set of 
choice properties and gets to collect rent as well.

Guess who always wins?
