Yes it could launch, if not a "boom," a new secular upswing (Kondratiev Wave). If its done right. But it won't be. Not with Obama committed to corn-ethanol, more drilling, nuclear power, "clean" coal (all representing diversion of the real resources that would be indispensable for that sort of green-energy program) and with any form of a carbon tax off the table. For a technological and structural revolution in the energy economy--nothing less would do the job--total fiscal commitment and rigorous economic planning are the starting gate. That just ain't where Obama is going.
