Yeah, Putin was going to stand up to the US on Kosovo, but it seems that he's backed down. Gabriel Kolko predicted in 2004 that after another Bush term Europe would start to move toward a more natural geo-political alliance with Russia, but that hasn't happened either.

Doing so is part of a president's job description; his personal preferences hardly matter. What is this fetish of the individual? Certainly there are differences of party, personality, faction, etc., but on the right of the U.S. to tell the rest of the world what to do, that's a given.
