I had the same thought. People were supposed to be grateful that they had to pay for
their support. Local control was supposed to be good, even though their was no local
funding. But then the report concludes that since people cannot afford health care,
diseases like TB don't get treated & then threaten public health.
What was wierd was that the impetus came from UNICEF rather than the IMF or World
Bank.
