In the long term, they are, but they missed their chance: In the frenzy of fear following Katrina ("Negroes! They'll be living near +your+ home!"), when no one had quite figured out that there weren't really baby-raping maniacs in every row of the Superdome, it would've taken maybe three provoked incidents in or near the refugee camps to bring on martial law.
They had their shot, and they missed it, or didn't take it, or whatever. It's been downhill for the ratfuckers ever since, too--makes you wonder if some of the more vicious elements didn't get the wind knocked out of them once they realized the main chance had passed them by.
