My response was that Paul made a fairly standard mistake in terminology. In common parlance, the term theory would translate into something on the lines of hypothesis. At the same time, he probably is trying to hold on to votes. I think that the race stuff is more problematic, especially when one considers his views on citizenship. Robert Wood
