That period - which contains one recession - wasn't all that bad. Global growth (per capita, constant US$) averaged 1.8%, significantly higher than the 1980s' 1.4%. In 14 of the 18 regional classifications the World Bank uses growth was higher in that period than the 1980s - including Africa and Latin America. Growth isn't really the problem; it's distribution and quality.
