It's also a pollster's trick for probing what people think themselves but don't want to admit to. E.g., "are you too racist to vote for a black guy? How about your neighbor/uncle?" Saw one of those re: Obama just this morning. Especially acute for the old folks - they're not afraid to vote for the black guy, but they know their friends are.
