Tom Gallagher, the Washington guy for Wall Street's favorite
economist Ed Hyman, writes in this morning's briefing that "'08 will
be the reverse of '80" - and not just in numerological terms. That
is, he sees this year's election as representing a swing towards more
activist government, just as Reagan's election meant the reverse. (He
concedes that the shift began in 1978, with Carter's embrace of
dereg.) He cites an NBC/WSJ poll that asked whether government should
do more to solve problems, or if it already does too many things. In
1995, "too many things" won by 30 points; now, "do more" wins by 12.
