Linus Torvalds act as project coordinator for development of the kernel. Many programmers might work on kernel development, but a rather classically hierarchical decision making process is involved in deciding what gets included in official kernel releases.

Of course, one is always free to branch off and take kernel development into one's own hands, but it's ultimately the similar sort of "freedom" that potentially exists in quitting your job and starting your own business.

One of Chuck's tactics in polishing the ideological brand he calls "anarchism" not only includes advertisement for individuals and projects that self-identity as such, but also in applying the label to those who don't see themselves as anarchists, so that Chuck conveniently gets to claim them for his brand, and thus rub off a little second hand prestige.

Rather authoritarian behavior, imposing labels like that.
