Having lived in both places, I can say that LA/Orange County is definitely worse. While LA has improved its mass transit in recent years, it still is woefully inadequate for most people. In the San Francisco Bay Area, by contrast, the public transit is so good that it is possible to live comfortably and coveniently without an automobile in the core metropolitan areas (though that is not the case in the North Bay or Eastern Alameda/CoCo Counties).

Automobile wise, there are places in LA City and in the Orange Crush that are congested almost throughout the day until after 8 or 9. That is definitely not the case in SF, although the backup at the Bay Bridge can be truly awful.SR
