One of my guilty pleasures is reading comments from old spooks (or 
people who pretend to be old spooks) on Larry Johnson's web site.  There 
appears to be a consensus that torture does not produce actionable 
intelligence.  This is an empirical question in principle, but in 
practice, given the maniacal secrecy of intelligence agencies, it would 
be practically impossible to do any systematic research on this.
