Mr. Obama also continues to make permanent tax cuts ... a centerpiece of his economic plan. It’s not clear how he would pay both for these tax cuts and for initiatives like health care reform, so his tax-cut promises raise questions about how determined he really is to pursue a strongly progressive agenda.

^^^ CB: It is legally impossible to make tax cuts or any other legislation permanent. A current Congress cannot bind any future Congress from rescinding the laws that give the tax cuts. There is nothing a Congress can do to make any law it passes permanent.

So, this would be an example of one of O's illusions, but its an illusion he is feeding the rich.
