You nailed it. It's a famous recruitment poster for Dutch units of the SS. It's called the "Stomping Liberators" poster. It's the last one in this archive:

I assume since cultpunk knows where it comes from the "digs at lynching" bit was a deliberate misdirection. Digs at blacks, Jews and women are clearly more prominent. The rope is probably intended in this context for patriotic Dutchmen.
